Governor

Holds with a decree the holding you took by the sword.

He carries no sword but a sealed decree. The governor steps into the square of the conquered holding, speaks with the elders, opens the tax rolls, reads out the name of the new ruler. His weapons are words and patience.

A holding can be taken in a day; its heart is won only with time. With every visit the governor loosens the old allegiance a little more, until the holding comes to count the new banner as its own.
